This Land Is My Land: Rebellion in the West, by James R. Skillen, Oxford University Press, 2020, 296 pp.

James Skillen’s account of how an ideologically conservative movement contests federal land management in the West means more in the wake of the events of January 6, 2021. What insights can the politics of public lands lend us to understanding one of the most important acts of political violence this decade?

Public lands in the United States have been an issue of great contention for well over 100 years. Eleven Western states live with 50 percent of their available land managed by the federal government in the form of National Parks, Wilderness Areas, National Conservation Lands and National Monuments, to name a few. The book begins with describing the large number of Western Americans that rely on the land for their livelihood, lifestyle and culture. These same people, regarded in popular culture as “cowboys,” have to follow the federal policies that have changed repeatedly in the name of conservation and economic needs. Since the beginning of federal public lands, challenges to who should manage the land have manifested themselves in the Sagebrush Rebellion, the War of the West and the so-called Patriot Rebellion.

The book goes into great detail about each of these phenomena to demonstrate to the reader how an ideologically conservative movement in the United States was formed, shaped and driven to conflict with the federal government. Readers of policy process literature will appreciate Deborah Stone’s ideas translated from Policy Paradox, drawing on symbols and narratives to make his point. One of the main characters, Cliven Bundy, known for his armed standoff with the Bureau of Land Management and other federal agents in Nevada over cattle grazing on federal property, is a powerful symbol for Western determination.

Adherents of this movement see Washington (and its distant, “out of touch” lawmakers) violating the Constitution, suggesting that such “tyranny” would eventually lead to socialism. Bundy even goes on to compare himself to Rosa Parks, M. K. Gandhi, Henry Thoreau and even to George Washington standing up to British oppression. This political grandstanding and the use of symbols has gained an astonishingly broad support from mainstream conservatives, to the Tea Party, to members of Congress, and even to armed militias. The author deftly predicts the insurrection at the Capitol on January 6 by noting that the history of Western America “provides enough information for a tentative prediction” that “as soon as a Democrat moves into the White House and enjoys Democratic support in the Congress” that “the next rebellion is likely to erupt.” Quelling future political violence in a contentious era requires us to understand the lessons contained in Skillen’s book.

Science Advice and Global Environmental Governance: Expert Institutions and the Implementation of International Environmental Treaties

Science Advice and Global Environmental Governance: Expert Institutions and the Implementation of International Environmental Treaties, by Pia M. Kohler, Anthem Press, 2019, 226 pp.

Multilateral Environmental Agreements (MEAs) are key instruments of international global environmental governance.  To facilitate the functioning of the MEAs, there is a provision of science advisory committees. In recent decades, such instruments have grown significantly and the role of these committees has become institutional. The committees, in their role as a repository of knowledge, compile relevant evidence from peer-reviewed studies. The role of these committees, while recognized as crucial, is often considered purely technocratic and entirely apolitical.

Pia M. Kohler’s book makes a radical departure from the mechanical understanding of the committees to frame them as an active source of knowledge coproduction connecting science and policy with significant power of deciding on what constitutes evidence and how to translate the evidence into governance. Due to the reframing of the role of science advisory committees, Kohler scrutinizes who these experts are and how they organize their work to answer the global implementation challenges. While the theme of the book may fit into the larger question of how science diplomacy influences policy, dealt in great detail in the works of MIT’s Larry Susskind and Harvard’s Sheila Jasanoff, what separates Kohler’s contribution is her effort in untangling the institutional mechanism that links science and policy at the global scale.

Kohler’s methodology is qualitative that includes participant observations, elite interviews and archival analysis. She analyzes the proceedings from specific angles of the three science committees established under the Montreal Protocol, the Stockholm Convention on Persistent Organic Pollutants and the UN Convention to Combat Desertification. For example, in the case of the Montreal Protocol, she examines how the question of the relative strength of experts from developing and developed countries became controversial when some exemptions were granted to the developed nations under the protocol. While the book focuses entirely on environmental issues, its central message is broad in its applications. It provides original insights into the question of increasing rule-based structuralism that is becoming common to international governance institutions. The book is a timely contribution and provides clear recommendations to design science committees for more effective global environmental governance.

Sustainability Made Simple: Small Changes for Big Impact, by Rosaly Byrd and Lauren DeMates, Rowman & Littlefield, 2019, 216 pp.

Sustainability Made Simple is designed for those who are interested in learning what sustainability means to them. Sustainability is often linked with climate change and other environmental issues. What it means to individuals and day-to-day practices is less frequently discussed in much detail. Rosaly Byrd and Lauren DeMates do just that–putting people as agents of change, they offer ways for individuals to support the collective efforts towards sustainability. The book is for everyone who wishes learn how they can engage more directly and realistically with the concept of sustainability and the environment.

The book is organized in two parts. In part 1, the authors introduce the environmental problems we face collectively (i.e., air and water pollution, deforestation and climate change); provide examples of how governments, companies and other societal organizations are transitioning toward sustainability (i.e., making commitments and technological investments); and underscore why individual action is vital. Besides the fact that more than 60 percent of greenhouse gas emissions are contributed by household consumption, the authors describe what they call a shift towards a culture of sustainability that essentially supports collective efforts. They emphasize the importance of individuals taking small steps such as making consumption decisions more carefully, buying more sustainably grown products or actively monitoring electricity and water usage at homes. Part 2 offers various examples of these small changes individuals can achieve–opportunities to integrate sustainability into day-to-day practices.

What is most fascinating is how much of what appear to be low-hanging fruits can in fact be completely unnoticed or ignored. The detailed list of practices (ranging from cutting down on foods with the biggest environmental footprints to going paperless) provides an opportunity for individuals to perform a self-audit and identify what else can be done on a daily basis. Part 2 essentially offers a detailed recipe for individuals who desire to learn and apply the practices to their daily routines. While the book provides examples from multiple contexts (often international), it would be even more interesting to observe examples of how an accumulation of individual efforts engenders a culture of sustainability that in fact supports national or local-scale societal transitions towards sustainability.

The good news is that transitions to sustainability are still optimistic and easily relatable. The detailed accounts of what we can do as individuals are a testament to how the ideas of sustainability have evolved over time. As a reader, my hope is that more people around the world can invest 5-10 minutes of their time and try out a few daily practices described in the book. The combined effects cannot be readily measured or studied, but I have little doubt that the impacts will be enormous.

Titans of the Climate: Explaining Policy Processes in the United States and China

Titans of the Climate: Explaining Policy Processes in the United States and China, by Kelly Sims Gallagher and Xiaowei Xuan, MIT Press, 2018, 272 pp.

The United States and China are “Titans of the Climate” as the largest greenhouse gas emitters on the planet and therefore key to addressing climate change. Kelly Sims Gallagher and Xiaowei Xuan, two scholar practitioners who have been closely involved in climate policymaking in their respective countries, provide a clear picture of the climate policymaking process. This is no small feat given the complexities on both sides and their inherent challenges of drawing comparisons between two different political systems.

After providing the overall context for the two countries, the core of the book focuses on the detailed history of the development and implementation of national climate targets and an analysis of the varied policy outcomes. To explain policy differences in the two countries, the authors provide seven key factors: party politics, separation of powers, government hierarchy, and bureaucratic authority, economic structure and strategic industries, individual leadership and the media. This leads the authors to consider that the American process as “deliberative incrementalism” characterized by fragmentation, instability and unpredictability while China practices “strategic pragmatism” with stable and comprehensive climate policymaking.

Although the landscape has changed between the US and China since its writing (during the first year of the Trump Administration), this book is as pertinent as ever as the US has released an updated and more ambitious NDC and China has a carbon neutrality pledge. The authors’ goal is clear–to increase understanding on both sides in order to foster trust and collaboration–and they achieve it well. Given the new positive statements between the US and China on working on climate change, this book reminds us how and why the two nations should build on their momentum together. It is a great primer on US and China policymaking for anyone interested in the topic and would be a good addition to any class on climate policy or US-China relations.

A Better Planet: 40 Big Ideas for a Sustainable Future

A Better Planet: 40 Big Ideas for a Sustainable Future, edited by Daniel C. Esty, Yale University Press, 2019, 416 pp.

Esty gathers the thoughts of some truly brilliant and knowledgeable thinkers and scholars in the field of sustainability. The collection of proposals is too broad to even begin to do justice to in such a short review. The authors’ stances run the gamut from a belief in the power of technical innovation to an insistence on deep ecology and the intrinsic value of “nature.” Still, given the book’s title, it will not surprise the reader that the attitude throughout is upbeat. Yes, the chapters describe enormous challenges, but these writers take them on with a shared confidence that these challenges can be—will be—overcome.

The essays range across topics as disparate as Thomas Rashad Easley’s discussion of “hip-hop forestry” as joining young students with foresters and Cary Coglianese’s argument for the use of machine learning in environmental management. Some, Susan Biniaz on international agreements, for example, take on global environmental governance, while others, such as Meha Jain and Balwinder Singh on no-tillage farming, zoom into a closer frame of view.

The essays cover systems thinking, democracy and inclusion, innovation and creativity. All of these terms risk becoming buzzwords, and because of the sheer number of the essays none can dive too deeply into its subject. However, each bite-sized chapter offers enough to introduce the reader to the problem it addresses, to explain what its stakes are, to outline the broad conversation already being had around it, and, usually, to offer a path forward and even a way to join in.

The sections vary in tone and orientation, in ways not entirely surprising. For example, the “Innovation and Technology” section gathers pieces that place their optimism in technical solutions. The “Society, Equity and Process” pieces, as a group, tend to focus more on building social equity and environmental justice through community programs and initiatives. As a group they manage to concisely and engagingly lay the historical groundwork needed to grasp the issues they are tackling, explain why they are important, and suggest at least one path forward. Another thing the writers have in common: Each is almost unflaggingly optimistic.

The collection might benefit from a more structured conversation between the pieces, one that would bring the ideologies and assumptions behind them, and the implicit conflicts between them, into sharper relief. The book shies from facing the full complexity and difficulty of challenges—especially intensely political ones—head on. On the other hand, the way the essays stand alone demonstrates faith in the reader’s capacity to grasp without handholding.

The book is a conversation-starter. This moniker is often a pejorative one, but here it is the book’s strength. On this point, Esty is explicit: “Indeed, our goal is not just to contribute to the substance of the policy dialogue over our environmental future but also to demonstrate how to have such a conversation. So please join us in this debate.” And, at the end of the collection, he invites the reader to participate in an online conversation, an exchange into which the book is only one entrance. The book is welcoming. Together, its essays add up to an entryway into those discussions that have the potential to shape the world to come.
